8.22.08 -- Governor David A. Paterson today announced that he has nominated Marisa Lago, Global Head of Compliance at Citi Markets & Banking, as President and Chief Executive Officer of New York State’s economic development agency, the Empire State Development Corporation (ESD). He also nominated Dennis Mullen, President and CEO of the Greater Rochester Enterprise, Inc. (GRE), as Upstate President of ESD.
Ms. Lago, who will be based in Manhattan and have complete oversight of economic development issues throughout New York State, will work with ESD Chairman Robert Wilmers – who is based in Buffalo – to identify a new Downstate President of ESD.
As President and CEO of the Empire State Development Corporation, Ms. Lago will receive a salary of $215,000 annually. This nomination requires Senate confirmation. Her first day on the job will be September 15.
As the Upstate President of ESD, Dennis Mullen will be based in Rochester and oversee all Upstate ESD offices and projects. Mr. Mullen is currently serving as president and CEO of Greater Rochester Enterprise (GRE). Under Mr. Mullen’s leadership, GRE has focused on marketing Rochester’s core assets – alternative energy, biotechnology, food and beverage manufacturing and optics – in an effort to attract new business to the area.
As Upstate President of the Empire State Development Corporation, Mr. Mullen will receive a salary of $200,000 annually. This nomination requires approval of the Upstate ESDC Board of Directors. His first day on the job will be September 15.
METROPOLITAN TRANSPORTATION AUTHORITY BOARD
8.19.08 -- Governor David A. Paterson today announced the appointment of Allen P. Cappelli as a member of the Metropolitan Transportation Authority Board. Mr. Cappelli, of Staten Island, is currently working as an attorney in private practice.
Professionally, Mr. Cappelli served as Communications Director to Bronx Borough President Fernando Ferrer from 1998 to 2002 before opening his own law office. From 1994 to 1997, Mr. Cappelli was a member of the New York State Unemployment Insurance Appeal Board, serving as Chairman of the board from 1994 to 1995. Mr. Cappelli served as Assistant Special Deputy Superintendent to the New York State Department of Insurance from 1988 to 1994, and as Director of the Office of the New York State Ombudsman from 1986 to 1988.
Mr. Cappelli’s term runs through June 30, 2009. This is an unpaid position and requires confirmation by the Senate.

8.15.08 -- Governor David A. Paterson convened a Council of Economic Advisors. The eighteen member council will review the current State budget and provide Governor Paterson with additional recommendations to address the fiscal crisis.

FRED P. HOCHBERG CONFIRMED BY NEW YORK STATE SENATE AS NEW PORT AUTHORITY COMMISSIONER
8.20.08 -- The New York State Senate has confirmed Fred P. Hochberg, Dean of Milano the New School for Management and Urban Policy, as a member of the Port Authority Board of Commissioners.
Mr. Hochberg, who was nominated to the unpaid position by Governor David A. Paterson, will replace former Commissioner Christine A. Ferer on the 12-member board, and will serve until 2013. He is scheduled to attend his first Board meeting next month.
Mr. Hochberg has more than 25 years of experience in business, government, civil rights activities, and philanthropy. From 1998 through 2000, he served as deputy, then acting administrator of the Small Business Administration (SBA), an agency elevated to cabinet rank by President Bill Clinton, with more than 4,000 employees and 100 offices across the country.
Prior to that, he was president and chief operating officer of the Lillian Vernon Corporation, where he led the transformation of a small family mail order company into a publicly traded direct marketing corporation, one of the great success stories of American entrepreneurship.
